Terms of use are in Japanese

I can't really accept the terms of use as they're in Japanese... could get a friend to translate but that seems excessive.

my steps to get to this odd state:

1. account recovery (had forgotten since last use ~3 years ago)
2. download and run installer
3. get a nice familiar animated/musical launcher with familiar L icon
4. log in
5. get a nice familiar "game is downloading" notice at upper right...
6. accidentally close the application when step 5's notice is around 30%
7. attempt to re-open launcher
8. get unfamiliar non-animated/non-musical launcher with riot fist icon
9. at lower left, V1.9.0 (nice semver, yall rock); at upper left, locale setting NA (EN); at upper right, behind gear glyph for settings, game language setting English
10. attempt login
11. modal TOU is in Japanese; decline closes the application
