I can't really accept the terms of use as they're in Japanese... could get a friend to translate but that seems excessive.

my steps to get to this odd state:

account recovery (had forgotten since last use ~3 years ago)
download and run installer
get a nice familiar animated/musical launcher with familiar L icon
log in
get a nice familiar "game is downloading" notice at upper right...
accidentally close the application when step 5's notice is around 30%
attempt to re-open launcher
get unfamiliar non-animated/non-musical launcher with riot fist icon
at lower left, V1.9.0 (nice semver, yall rock); at upper left, locale setting NA (EN); at upper right, behind gear glyph for settings, game language setting English
attempt login
modal TOU is in Japanese; decline closes the application

note: blew away this seemingly borked install and retried....

outer TOUs were still Japanese, but after accepting, I got a second round of TOUs that were english.... seems real weird....

Also, I neither script, nor smurf, nor recall changing my name to Script or Smurf.... is that an inactivity thing that happened automatically? I thought my game name was like.... propast or something like that...

Sounds like someone stole your account, considering the name you should probably contact riot support and ask for an investigation on any suspicious activity. May also want to check your email in a site like haveibeenpwned.com, which tracks security breaches.
