Lissandra Ult Reset/Weird Thing

Ive recreated this bug many times specifically in custom one for all games. I believe its an interaction with Hextech Protobelt-01. I have mine attached to number 2 so i dash towards my enemy and immediately ult and sometimes it ults them with a cooldown refresh. Sometimes it just places some of the particles and animation of the ult but doesn't actually place the ult so you see blue things floating around the person as if i had ulted them. And sometimes it seems like they get cc'd without the animation but i have my ult still. Other times I hear the ult and see some of the ult particles as the ult lands but not all. It says the ult is refreshed and when I go to use it again it just instantly refreshes it for me without the actual ult. Really buggy and not stable. Check it out :/
