[Gameplay] Disabled Flash bug

Basically my flash was off cooldown but I'm not able to actually use it. I'm pretty sure that the issue comes from trying to use Flash during the cast time of Rakan's ultimate. Once I used Rakan's ultimate again, I was able to use flash after that.
