PAST 2 PATCHES THIS IS A BUG!

For the last two patches I have experienced (especially when i play Renekton ) a bug where my mouse target reticle becomes this blue target that will not allow me to ping the map in any way or click the minimap. It is extremely inhibiting and makes you feel helpless. Something needs to be done and/or this needs to be addressed. It is not fun and has not been fixed. I hoped this patch would "patch" it but to no avail.
