What is up with dynamic que

Why does dynamic que boot you at 10 seconds left to choose champion every so often? this was the 5th occasion that i had 10+ this one was 22 seconds remaining when it booted me saying i failed to lock in a champion. if you want people to lock in ASAP why don't you just tell us this..
