Not being able to purchase RP

I was trying to buy IP boosts for the weekend since it was party IP weekend. Since I didnt have enough RP to purchase IP boosts, I decided to get some RP on my account. I wasnt able to purchase RP and was told to contact my bank. I believe the last time I purchased RP was sometime in May and the card I have used this time is the same as the one back then.

After a couple hours, I got my friend to gift me RP so that I can buy the IP boost. When he sent me the RP, it apparently showed him that I could not receive that kind of gift since I had already received my daily maximum even though nobody had gifted me anything within the 24 hours. And while it showed the message for him, I was able to gain RP from him, adding about 500 RP to my account.

I was wondering if there was something wrong with my account since that message showed up for my friend. It would be awesome if you guys could look in to this problem. Thank you.
