TF Skin Locked nad HUD problems

Today i installed the patch. I started normal game, choosen Twisted Fate, i was about to choose my High Noon skin but it was written "Skin locked" on skin. Ok, i was using another skin in that game but also my hud (the skill bar and champion portrait) was pixelated. Why? How to fix it? It's all the same after restarting lol. :(((
