Team builder saying i need to be level 26? and have 16 available champions?

So i was able to play team builder below 26.. i am level 20 now.. i was just playing team builder and i don't know why i can't now.. if this is something new they just added i think it's bs.. anyone know why it says that now and not when i was level 17 playing team builder..
