[Gameplay] Taric W link is causing champions and minions to skip their animations while they walk

This has been an issue for me for four days now. Every time I play taric or he gets close to my champion when i play against him all animations lag a little. This is not a ping issue. This is not an FPS issue. I have already checked to see if I'm getting packet loss during the games i have this problem and the testing tool league has says im A ok.

Please fix this or at least address it.
