Veigar's E won't stun sometimes[GAMEPLAY]

Sometimes when I play Veigar my E won't stun some people. Exemple: Draven in the center of my E, run out and isn't stun. I thought that had items like a Banshee but it happens sometime early game when they only have potions. Its occures randomly but I know its doing it at least 1 time every game.
