New client gone, Extreme Frame Drop

After yesterday's issue with not being able to login into the client for having "wrong password", the new client is gone and whenever I play any match (EVEN PRACTICE TOOL) my Frames would consistently stay around 10-17 frames.

Any idea on why this is happening? Maybe some bugs in the codes or data files?

Anyone with similar issue? Please share your thoughts with me.
