Negative 3 Refunds

Alright so I've had this issue since season 3 but I didn't want to get it addressed until very recently. All of the champions in my purchase history is non refundable because I have -3 refunds. I haven't seen any other users with the same issues which is why I'm creating a new thread. Thanks
