PBE Server, New skin available only on RP and RP refund not working

Earlier this year riot started on PBE Server to buy skins from BE and stopped RP daily refund. Now I logged in Twice in one week and couldn't buy any new Project skins or Demacia Vice. Are there any changes made which am not aware of

The PBE has separate Boards for feedback and bug reports, so you might want to post that there. https://boards.pbe.leagueoflegends.com/en/
