league client not working

Yesterday I was playing League and it didn't let me chat and the cursor wasn't that little hand, so I thought it was glitched. Oh also, when I'd try to ping, It'd take like so long to move that arrow to choose between the different pings. So I was like, let me close and reopen League after the game. I did that, and when I tried to reopen the client, it wouldn't open. So I uninstalled and re-installed it. Is there a way to fix that?
