I had this same error message, so I tried to do repair. Repair closed the launcher at the end (after taking 2 hours I might add) and now the launcher won't even open. So moved on to trying a complete reinstall. Same thing launcher will not open...? (I checked task manager and PvP.net opens briefly maybe a length of two seconds and then closes it's self) I'll try uninstalling again this time running an installation cleaner program and see how that goes this afternoon when I get off work. I'm on win8 btw.
Read a couple of other posts and my problem is most likely related to avast deleting files and not even alerting me that its doing it. Can't confirm this until after work but it's most likely the culprit for me. I'll reinstall fresh later with avast completely uninstalled.
