8.13 Caitlyn Headshot Scaling (bug?)

Not sure if this is a bug or not, but I figured this is the best place to post this.

According to LoLwiki it scales every level, but if that's what it's supposed to do then I don't think it's working properly. Played around with it in practice tool, and it jumps to 75% at level 7, and 100% at level 13.

Also it's supposed to give +150% of crit strike chance, but it only gives 125%
