Slight Buff on Talon

needs a slight buff in my opinion. As a Talon main, I know that he's the type of annoying champion that becomes the bane of an ADCs existence, but he honestly falls off wicked hard in my opinion. After nerfing his E and removing the silence (which is understandable), I don't really think he was given anything good in replacement.

Talon isn't really much of an auto attack champion, his Q is the only thing related to that in his kit. I feel like if his passive were to be tweaked just a bit and become..

Talon's basic attacks AND abilities deal 10% increased damage to enemies that are slowed, stunned, rooted or suppressed.

This new passive would only apply to Talon himself and not any actives he might possess. (such as tiamat)
