[GAMEPLAY] Health scaling from Locket of the Iron Solari not working on Kled.

Kled cannot properly use Locket of the Iron Solari.

Description: At level eighteen Locket of the Iron Solari's active is supposed to have a health scaling of 36 percent of the user's bonus health, on top of scaling from levels. Though on kled the health scaling is written as (+-0) in the tool tip indicator, and appears to be that way too.

How to Reproduce:

  1. Lock in as Kled and start the game.
  2. Buy a Locket of the Iron Solari
  3. Look at the tool tip and activate the item
  4. Observe the shield being smaller than it would be on any other champion.

Reproduction: 2/2 (I found this bug and then tried to reproduce it, succeeding without an issue.)
