passively, Soraka heals for the value of the active component of her W. Actively, she heals for the passive value.

Steps to recreate: Go into a game as Soraka, attempt to heal an ally, and see that the heal is decreased from what it should be. If you hit an enemy with Q, she heals for an increased amount, the active value of the heal.

Essentially, her heal values are swapped.
