Rakan E is BUGGED

When Rakan uses his E, he is supposed to be able to re-cast it within 5 seconds at NO COST. There is a bug in which if he is able to cast E (first cast) and then tries to use E again ( second cast) but there is not enough mana for the ability, he cannot use his E for the 2nd cast. PLEASE FIX THIS. Costed me life a few times today alone.

Riot knows about it, but they don't care.
