Gragas Q 0 CD and 0 Mana

When i was playing a ranked game, in my promos my q just didn't work I couldn't cast q I could use every other skill but q. Please Riot fix this problem other people have had that problem. Gragas need's to be fixed or disabled if riot is not gonna fix.
