I got enough IP but i can't buy this champion

So i'm trying to buy one of the 1350 IP champs when it won't let me. Singed was fine (because he's 450) but then again, it's not letting me buy it? Is there a reason why? I finished a match and it might be a factor. http://imgur.com/a/LWJQk
