Freeze or a little shaking when doing back and forth movement

Hey guys,

i've been experiencing a frustrated bug lately, i got a new computer 1 year ago and restarted playing league 2-3 weeks ago (stopped for 3-4 years). Whenever i do back and forth movement or when my character stops, the screen shakes a little bit or freezes i don't know how to describe it and it's really annoying, sometimes it even feels like i'm teleporting. It only happens when i play with the camera locked btw. I searched everywhere but i found nobody or topic with the same issue as mine. I tried almost everything, changed my graphic card, motherboard, ram but i didn't change my ssd (i tried with the game installed on my hdd but the issue persists), the only thing i can't change right now is my power supply. I even tried all i could in the game settings and Radeon settings, even reset my computer but nothing seems to work. If you guys have any idea or fix please help me :( Here is my computer :
