Is this a glitch?

Found a glitch with Darius(I think), I was play a bot game to practice with him and on the last second I ulted a champ and It reset but for the rest of the game It stayed on the reset and when I tried to ult without being on the last hit and it went back to normal

When Noxian Guillotine kills the target, it refunds mana and Noxian Guillotine can be recast within the next 20 seconds. At rank 3, Noxian Guillotine's cooldown resets completely. This can occur multiple times in succession.
