Gifting while banned deducts RP despite transaction not occuring

Title, basically I attempted to gift while I am banned. However, the RP was deducted while the transaction did not occur and it doesn't show in the purchase history.

Bug? or display error because I am banned?

(inb4 someone asks, banned because I played drunk and inted really hard in URF. Completely on me, not gonna blame anyone)
