1700ip isn't enough for A champion shard?

So twice now I've tried to buy the Mystery Champion Shards, which cost 1700 ip, but every time I have 1700 ip I still get the Not enough Ip/Rp message. I don't know what's causing this and it's getting on my nerves. I have already sent a bug report ticket in with no response the first time it happened so I'm creating a discussion to see if others are having the same issue, and if this problem can get some more notice.
