Xerath Q freezes the game for a small time on second cast

I want you to disable Xerath. I just picked him in ranked and then had to sit through a 40min game with constant freezes after using Q. He is literally unplayable for anyone that has an eye for FPS/Freezes.

In the same game, I encountered a bug where I used the second cast of q but it didnt go off and instead locked me into the Q animation. There is no reason to have him as a playable character in the current state.
