Constant 400 ping since 4.20

Greatings summoners, wanted to point out a fact that happened to me since 4.20;

i actually cannot play League of legends anymore, and that's because i guess 4.20 patch, ping is constent 400 higher upping from 90/ 100 at max, and this cause a large amout of delay on my actions so i cannot even play my lee sin jungle :(

i wanted to check of some of u are having the same issue, i added my netalyzr scan so if some of u can help me to and other having this issues to correct it please answer i'm reduced to play Hearthstone all day long ... , HELP !!!!
