Gamplay Viktor's E (Laser)

This is what happens (WHICH SHOULD NOT): You press e and wherever your cursor is, the laser placement is already locked in place. As soon as you click, it registers and tries to fire it.

This is what is SUPPOSED to happen (WHICH SHOULD, BUT DOES NOT): You press e and then move cursor around, click where you want to place the laser and move mouse in the direction, let go of mouse button and it registers and tries to fire.

This is the first time it happened to me, but I can go over how I encountered it.

1. Level E, Q, W in that order.
2. Place an E normally, or attempt to place an E, but cancel it.
3. Press E again (and now you're screwed for the rest of the game!)

I thought it might have just been something I could fix if I restarted the game, so I DC'd when I died, and then reconnected. It worked! I fixed it! I could now place my E properly! And then I walked into a fight after the first time I placed the E and it was broken again.

Ended up losing that [ranked :( ] game...

I only encountered it for the first time, but this was the first game I played after the 5.9 patch with Viktor. I don't plan on playing him again until this is fixed.

Edit: I had smartcast turned on to begin the match, then I turned it off. I am positive it was off (I checked many times), but it was like a bad version of smartcast.
