Fps drop patch 9.13

I know many posts have been made about this before but i have tried all the solutions, in vain. I start the game at 120 fps, and shortly after it drops to about 30. After this all my following games are also low fps. I have updated my drivers, repatched, reinstalled, lowered quality of video... does anyone have a solution? I would really appreciate it if i can get a fix
