broken Item Sets

Hello everyone,

I'd like to begin by mentioning that I have previously created Item Sets successfully. I have also searched the boards to find instructions for item sets. Furthermore, I have consulted other local users that confirm this issue. Creating an item set is the only action that I can accomplish. I next try to drag an item to place it in the item set block, but this is where the issue comes up. The item immediately returns to the middle without inserting to the item sets. Editing previously created item sets is also an issue. Any help would be appreciated.
