Champion Select interface doesnt show up [CLIENT]

PBE ARURF and i click Accept when it founds a match, then it gets me to "home" but under my name it says "in champion select" and i even hear that someone used a skin boost, o i really was in champion select. the top bar misses the play button, home, shop etc. and i cant click anywhere.
