[GAMEPLAY] Brand doesn't proc tribute properly anymore

As the title suggests Brand's passive doesn't proc tribute twice anymore. The passive deals dmg over 4 seconds so even if the delay is 1.25 seconds and the passive procs every second it still should give all three tribute stacks with the first dmg instance which triggers his passive.
