As the title suggests Brand's passive doesn't proc tribute twice anymore. The passive deals dmg over 4 seconds so even if the delay is 1.25 seconds and the passive procs every second it still should give all three tribute stacks with the first dmg instance which triggers his passive.

xYamamoto1 votesthat is actually not true . they just changed it so that the same skill cant proc tribute again in 1.25 secs so staying in morgs W for long enough still procs it thrice.
