Patch 5.13 Wont Complete Download

My internet connection is stable, my computer is fast, and I have never had a problem updating league before. However with this new patch my patcher has stopped at 32% installation for over fourty minutes. I then closed the program figuring that when I opened it again the patch would start where it was last left off and it did up until 98% where it stopped again for around another forty minutes while still in the installation phase.

This is my third time trying to download the patch, however I don't have high hopes of it succeeding this time. If that is the case what should my next actions be? Should I try to redownload it from scratch? I'm not comfortable going through the league files and deleting items from there as I'm afraid I might delete the wrong thing. However if that's the only thing I can do I'll just have to learn how to do so properly.
