AoE CC-over-time abilities are bugged - Refresh too infrequently or don't respect buffered skills

AoE CC-over time abilities like Soraka's E and Galio's R refresh too infrequently which allows enemy champions to cast skills or abilities while they are in the area. This is mostly noticable when abilities are buffered. I ran a few tests and edited them in this video.

This was brought to my attention thanks to a reddit thread which includes a video that shows this bug using Pantheon's ultimate and a buffered W and is probably more severe.

Another example was mentioned in the comments where Katarina can shunpo immediately out of Zhonya's even when Galio lays down his ultimate below her.
