Cant use spells occasionally when get in game

Occasionally when i start a game i cant use any abilities or summoner spells. Quitting game and then restarting the client normally works, however occasionally i have to do this multiple times. Thus making it so I get into lane quite late, quite a problem. Anyone else come across this? I have tried repairing the client and believe I've tried reinstalling.
