Won't Allow Me To Pick A Champion In Champ Select

So i get into a ranked champ select and I have the first pick and it allows me to ban a champ but not pick a one...got a time penalty so it's very frustrating.
Has anyone else had this issue in the past because it happened multiple times in the past for me. [zombie-brand-mindblown]
