[Gameplay] Cinderhulk stops buringing?

I have no clue how this happened or how to reproduce is because I was so intent on the game (sorry ahead of time if this makes it difficult to fix). I was playing Nunu jungle building ap tank so i got item 3709 typical for my build and item 3027 . Nothing unusual everything was going fine but 2 min after i got my item 3027 i realized item 3751 passive was no longer active. I was wondering if anyone else had the same problem. Am I the only one or is this common and i just happened to be lucky until now?

Cinderhulk's has scaling damage, and because of that, immolate isn't active until you get into a fight with something which at that point the immolate passive starts up and begins ramping up in damage.
