Just played two games with transcendence rune, but extra 10% cdr never kicked in.

Yes it is bugged i played with Anhi first game didn't show until the end. I thought wtf gonne in training lvled up to lvl 10 with the tool it kicked in fine. Gonna try it again but it is bugged for sure.
