Slow from Vel'Koz Q is not being applied to enemy
No Vel Slow - Streamable
I believe this may have something to do with enemy ADCs who take warlords. It is also random where one Q will work but the other will not.

There's an even rarer glitch that makes Vel'Koz q pass through a unit without effecting it. It's very rare. I've only seen it happen twice one of the times the enemy that I was aiming for typed in all chat that it passed through her.
