No Key Fragments are Dropping

So I've read in some articles that after the honor system went live key fragments have been acting buggy. I have been experiencing this first hand because I have gotten 5 chests in a row with 0 frags. Some people have noted that when going to their Loot page after games they find key fragments but I haven't seen any.

Is this an actual bug or just part of the Honor System now? (I am honor level 2).
