Riot please fix your servers or help me fix my PC

For the last year I have had issues connecting to games, champ select runs smoothly, my internet plan is the best in my area (I live right next to a city in a small town), and it is clearly not an internet issue on my end. As mentioned this problem only started about a year ago, i have been playing the game for about four years and this issue is the most tilting thing i have ever experienced. So what is the issue? when leaving champ select my game 90% of the time goes directly to a black screen and after about 15-30 secs later there is a pop-up saying "you have disconnected", and every time I hit the reconnect button. This cycle repeats until either i load into game (usually about 2 mins late so i'm already behind in the game) and this can take up to about 5 mins sometimes longer. Now if this loaded into the game every time jsut a bit slower than normal, i wouldnt be too mad about it. But the real kicker is that sometimes it takes soooooo long to load in, that the game just ends up remaking (which obviously I have no control over) and i get a leaver penalty for something evidently not an issue on my end, and in ranked games when this happens, i get a lp loss equalling me losing a ranked game. Then if this happens multiple times over a couple weeks then i get the low priority queue leaver penalty thing and i have to waste an hour of my time doing nothing just waiting to be able to queue up. Riot PLEAAAASE just tell me if there is something i can do to fix this issue on my end (other than get a different internet plan) or just tell me that it is a riot server issue or something. I have filed multiple bug reports because i have no clue what is happening and it just randomly started happening one day. And it is really hindering my ability to play the game. Just please someone assist me or give me some settings tips or anything

• my internet is definitely not the issue because i have a good internet plan, i rarely lag in game, and i am able to watch livestreams and youtube videos while loading and playing games with no issue
• My PC is not the issue, i thought it was a possibility about 6 months ago, but since then i have done a $1K upgrade to my PC and am easily able to maintain 60 fps in every game i play
• ok not entirely true on the last point, but the only possible PC problem is that i have a kinda old and slow hard drive from my old PC, so if this is the issue please tell me so i can upgrade.
• I live in Southern central Canada, so if this issue is somehow caused because i live far away (which i highly doubt because my friends all have no issue connecting to games) then please tell me there is nothing i can do about it
• I have gotten absolutely no response from Riot Games, even though i have attempted to contact them since the problem originally arose.
