Vi Q Not Activating

At random times while playing , with both the classic and Office skins, about 25-30 mins into a game I am unable to use the Q ability. Not able to cast it via the Q key or clicking on the ability icon. Have tried all I can think of to fix the issue. The only thing that works is disconnecting and reconnecting. and after that it will disable again sometimes.
