[GAMEPLAY] Rakans E shows cd in full seconds(less precisely)

when i was checking out rakan on custom bots i noticed that when i had 35%cdr i had 8 second cooldown on his maxed out E ability, but with 45%cdr(blue buff) i had 7 seconds cdr. It is about about correct (35% is 7.8 sec, and with 45% its 6.6 sec) but other abilities had cooldowns written more precisely (with '.' if needed. for example 3.3/2.7 seconds).
