Riot in all their wisdom automatically places any account that didn't play ranked in season 8 in iron 4 0lp. Both the players you linked have basically 66% winrates and plat mmr. They shouldn't have ever been placed that low. You could have literally been rank 1 challenger in season 7, not played season 8, then came back for preseason and you'd be placed in iron 4. CoreJJ was iron 1 65lp after winning all 10 of his provisional matches.
