[CLIENT] I am unable to use chat or friends list or my runes tab or view my champions

Every time i load League I cannot use any of the buttons on the bottom right of my screen and the last icon has a blinking yellow circle with a ? next to it. Also furthermore I am unable to select my champion tab in my summoner tab or the rune pages tab
