League Main Menu glitching [Windows 10]

Main Menu minimizing other open applications [google chrome, file explorer, steam, etc]. Whenever I launch a league game whether it be TFT or a normal/ranked, when the game enters full screen. The other apps get altered, it makes their window smaller. Also, my settings in game don't save and always get altered. I've done everything I could think of to try to fix these issues. I have udated everything on my PC that needed updating. Repair tool, clean install & uninstall, GPU & CPU updates, Moving the game into my main SSD drive, giving the game administrative permission, etc.
