Riot gave me a wrong penalty due to a bug?

Well i had a 2 afk 20 minutes penalty left when i decided to go play one match i waited 20 min and my computer froze and i could not ban a champ then 5 seconds after it brogth me to the waiting menu so i was like okay whatever il wait 20 minutes again, when i clicked play again it said fail to join queue please go to (riots help page) for more info and it locked my start queue for 20 minutes so i waited 20 minutes and after when it ended i pressed it again and the leaver buster pooped up saying i had to wait 20 minutes so i waited a total of 40 minutes to get into a game, but i read in the help page that if you dodge you will lose 3 lp and wait six minutes(i waited 20) so is this a bug that the game got confused and gave me 14 more minutes or what happened. Note: i did not dodge any games prior to this and i did not cancel queue search at any moment.
