Thresh's auto attacks

Correct me if im wrong, but Riot should make a statment for Thresh's auto attacks, cause its kinda wrong if neither Runaan's nor any of Hydra's is working properly. I mean, one of them should work, right? You are melee or ranged, there shouldnt be a sytuation, where both of this items passives are disabled.
