Can Tristana ult Vayne while condemned?

I was in a game were the trist literally ulted me while being condemned and I was really confused. Is this something that is supposed to happen? Or is it a bug? Here's the link to the clip, I uploaded it on Imgur

Things like that can happen sometimes. To the server, both abilities likely launched at the same time, but on the client side (your computer), it looked like your condemn went off first
